Ahh, wow, I did one like this a couple weeks ago, I didn't know anyone else had done one like it, haha. Except I made mine about mid-shin ish length, and I plan to make an underskirt for it, and to trim it in tulle (when I get less lazy, haha)

There are channels on the inside of the skirt that the white ribbon runs through and by pulling the strings/pushing the fabric up, the front will bunch.
