Cute top hat with a little punch.
I dont have a how to on this at the moment. I made this last year (2011) for st. Patrick's day. This was my second mini top hat. I have a template. If people like it I will scan it and post it. Let me know if you want it.
Most of the time is waiting for this to dry.
If you are a crafter and even if you are not, you most likely have what you need laying around the house. If anything you would have to get some scrap fabric and spray adhesive.
