Tutu

Way too easy!
I used the instructions on how to make a tutu to make this for my daughter's Halloween costume. It took *maybe* an hour to cut out strips of approx 3 yds of tulle. I wanted to use elastic but also put a ribbon into it so I wrapped the ribbon around the elastic although I sewed the elastic ends only. Now the tutu elastic will stretch through the ribbon and still look nice.
