Based on Tank And Shirt Into Mini Dress by Kelly W.
It only took me about 5 minutes to make a stencil and paint the flower on the blue shirt and 15 minutes to sew the top and bottom together and then sew a ribbon onto the seam. I love it, thank you Kelly! :D
