Here's a fun and easy way to spunk up your picture frames. You can decoarte according to the picture, or as a theme, or just whatever comes to mind.

Step 1I got my frames at walmart for under a dollar, the dollar store has some good ones too. Then I added ribbon, buttons, puff paint, and other embellishments. They came out looking really good. :)
I have some more that I didn't post they were pretty cool with rhinestones and stuff.
