You Will Need

Step 1
Measure and cut the waistband

Step 2
Cut the skirt, make sure it goes around your waist at least one and a half times; two to three times is better if you want it more gathered :)

Step 3
Set your sewing machine to the loosest stitch and sew one or two lines of stitching along the length of the fabric, gather it.

Step 4
Now pin the skirt to the waistband and sew,

Step 5
Pin and sew the zipper, and hem the skirt.
and viola! you're done ;) <3

would it be possible to make the waistband stretchy? or could you use the skirt as the skirt-part of a dress?

yeah, all you'd have to do is use a stretch fabric (but make sure you use a stretch stitch such as zig-zag or it wont stretch) or just add it to the top part of the dress... if any of that made any sense
