Something as simple as adding some ribbons!
I found this dress at a thrift store and thought it had potential, but it was too long and slightly boring. So I shortened it about 5 inches and added some ribbon to the side using a small grommet set I picked up at Walmart for about $5.

First image is the before. I put the dress on and pinned where I wanted the top and bottom of the lace to be.

Unfortunately, it's still fairly plain and I'd like to add some lace to it in the future.

What a great idea! I made a dress out of a yard-sale shower curtain for a friend's wedding (it's kind of sloppy because it was made within a few days without a sewing machine and amidst a fairly busy vacation), but it hadn't occurred to me to try to 'dress up' a thrift store bargain.

If you're still looking to spruce that dress up, have you considered some sort of embroidery design on it somewhere?
