Step 1
Match front and back of overskirt and sew sides. Finish
seams with a serger or use zigzag stitch.
Step 2
Create underskirt in the same way.
Step 3
Fold up hem of each skirt twice and sew. For C, attach bias tape for ribbon casing to the overskirt and insert ribbon.
Step 4
Create waist casing. Leave opening for elastic and stitch.
Step 5
Match waists of overskirt and underskirt and attach waist casing.
Step 6
Insert elastic into waist casing and stitch to secure.
