Step 2
cut ribbon a little bit longer than you want it(from where you attached the tulle to the bottom of dress.
tie it on around( i did six strips) even spaced

here is what takes FOREVER!!!
take your Christmas balls and cut them in half. paint them brown(will take multiple coats probably) and glue them onto your ribbon spaced out.and there you have your dalek tutu. :D
