I got this wonderful idea from Pinterest...you might say it pinspired me! Anyhoo, quite simple to do, but with great results! Make cupcakes, ice with blue icing, then create eyes with white chocolate melting wafers, chocolate chips, and for the mouths break up or cut in half small storebought chocolate chip cookies. That's all there is to it!
