Step 1After you have applied a base coat, apply two coats of a sky blue nail polish.

Step 2To create the clouds I have used a dotting tool, you could also use a small paint brush or the end of a booby pin.
Place a few clouds on each nail to create this look. -
Step 3Once you have achieved your desired look, apply a top coat to seal in the nail art and prolong your manicure.
