I made a list of wrongs and rights tonight, and you're number one on both sides.
This was almost completely inspired by a movie... forgot what it's called... OH! Blades of Glory and then I realized this totally works for Halloween.

    The Design-

to start the design take bright red eyeliner or eyeshadow with a eyeliner brush and make fire designs on one side of your face coming from your eye. Then take an orange eyeliner or eyeshadow and accent the red. Finally take a yellow eyeliner or eyeshadow and extend the lines just a bit and accent the red like you did with the orange.

What I Used: Medusa's Red Baron, Medusa's Agent Orange, Medusa's Big Bird, Medusa's Eyeliner Seal, And the BeneFit 08 eyeliner brush.

    Now the other side-

Take A blue eyeliner or eyeshadow and make softer shapes than with the other side. Take a silvery glitter eyeliner or eyeshadow and make thin lines of glitter around the blue as well as accent the design.

What I used: Medusa's Electro Turquoise eye shadow, Medusa's Eyeliner Seal, Hard Candy's Walk The Line liquid eye liner in Lace, and the BeneFit 08 eyeliner brush.

Now to fill in the designs-

On the fire side, take a black eyeshadow and starting from the eye and fading down apply it in between the lines of the design. Don't make it opaque, this is to give it a smokey look. On the ice side take a shimmery gold eye shadow and apply it in between the lines and glitter.

What I used- Medusa's Electro Black eyeshadow, Mahya's Sunrise Gold eyeshadow (comparable to Medusa's Star Wars Eye glitter), and the C208 chisel deluxe fluff brush.

    Now to add glitter-

Take a q-tip and some sort of glitter adhesive and dab at the ends of the "flames" and on the black eyeshadow on the fire side and around the blue eyeshadow on the ice side. Now Apply red glitter on the fire side and blue glitter on the ice side.

What I used: Medusa's Antionette Eye Glitter, Medusa's Mystique Eye Glitter, and Medusa's The Fix glitter adhesive.

    Finishing touches-

Black Mascara- I only Used black mascara but you can apply false eyelashes as well.

Lipstick- I would advise something dark, but really any color would work.

I also Used a clear lip gloss.

Blush- just apply this to the ice side as the fire side is taking up the cheek. I contoured my cheekbone and my nose.

What I used- A lipstick called Prima Donna (I don't know the company :( ), Hard Candy's Lip tattoo but I only used the breath freshening gloss, a dusty pink for the apples of my cheeks, and a darker pink for the contour, and thecheek brush (blush brush) from Mary Kay.
