Start out with a belt or ribbon. I used a purse strap.

Take your tulle. You should have somewhere between 2 and four yards, depending on how big around you are, and how long you want it.

Cut your tulle into strips twice as long as you want them to be.
Fold them in half, and wrap them around your belt/ribbon and then pull the end through the loop created by folding them.

Repeat this until finished.

Wear over or under clothing!
