Making a fringe scarf

Anyway I have pre-cut pieces of purple texture dyed fabric that are 18x21. So will these work?
Does anyone have tips on how to them? I'm assuming I start around step 3 of the project, cut them into a rectangle or square and then fringe it, but honestly I'm a beginner, so I really have no idea. Any suggestions?

It really depends on the material. The scarf in the tute is made of a t shirt, and the material won't unravel after being cut. If your material is similar then it will work fine. To get a similar result as the purple scarf, I think you could cut the fringes a little shorter at the edges, like the fringes are decreasing gradually. Also, the tute-scarf looks more stringy than the purple one, so i suggest not cutting the fringes so deep so that you actually have the scarf part.
