Twist tights and teal with the rubber bands as tightly as you can.

Fill bin or bowl with water and add any color of dye or paint. Dip tights in bin or bowl until the tights are soaked with dye/paint. Leave in for 5 to 10 minutes.

Take tights out and let dry for a couple of hours.
Take the rubber bands out after those few hours and let dry for another few hours(I let them dry overnight).

Then you are done!
