Grab your things together!
Instead of blue nail polish, I used some diy stuff: clear nail polish mixed with kiddy make-up - not recommended, it is really sticky and thick.

Basis coat: blue!

Blunt the toothpick because otherwise the point will be too small. Make dots: start in the middle and make a snowflake-like shape. Experiment for yourself, I prefer to make a thick dot in the middle and to go slightly thinner to the ends.
