This s how I make these and I'll explain it in a way that makes sense to me. I know there are several versions of these on this site. If you have any questions, feel free to ask.

Gather your materials.

Wrap the paper slip around the toothpick.

When you get near the end, put a dab of glue on the end.

Place the glued part on the rest of the bead. You may want to hold it on for a few seconds.

Carefully slide the bead off the toothpick, and tada! Let it dry for a bit before using it.
