You can get the stars in craft shops. They come in tiny glass bottles.

At first apply your base coat and let it dry. When is dried apply two coats of your neon polish on every finger except the ring finger.

On your ring finger apply part of orange neon polish and let it dry. Than apply a green neon polish but make sure that is a bit overlapping the orange polish so that we can get that gradient nails effect. Do the same with the blue polish. Let it dry.

On the thumb and ring finger apply a generous amount of top coat but not too thick.Let it dry just a bit. Than with your doting tool or a tooth pick pick some of the stars and apply them with a firm pressure over the nail. Let it dry. Apply one coat of top coat on all nails and you're done.
