You Will Need

Step 11. Image> Adjustments> Desaturate

Step 22. Duplicate layer and then Ctrl+I.
(Image should like this) -
Step 33.Set that layer to Color Dodge. (Your Image will turn solid white)
4. Then Filter> Blur> Gaussian Blur
(Set the amount that looks best to you) -
Step 4For Color- Image> Adjustments> Gradient Map
