Step 1first apply a clear base coat
apply white nail polish -
Step 2apply a circle with green (or the color of eye you choose) nail polish.

Step 3apply a small black dot in the middle of the green circle.

Step 4using a precision brush like this one or if you have another too that works for you use it.
-
Step 5using a precision brush outline the green circle
-
Step 6using the precision brush and red nail polish make little squiggles like so.
-
Step 7last apply a clear top coat and you are done!!
