Based on Easy Skirt With A Fluffy Back by lala
I got this poly-satin pillowcase from the Op-shop for $1, and thought I'd give this skirt a try.

The fabric is a bit too flouncy, so there is quite a bustle at the back, but it was fun to make. I love the concept, so I think I'll try again with a better material.

Go to the original project, but basically you start off with an abundance of fabric, thread the elastic through then gather it at the back into a ruffle. Then I used to the bow to keep the ruffles in the back by sewing the corners to the edges of the ruffled section. It stil has a good stretch, but the ruffles stay at the back.
