another trick or treat.
It's not really hard I'm just like instant gratafication and Starching takes a while
use thicker wire then I did. jewerly wire braided still too thin.

cut wing shapes from felt
sew on fapric scraps

tack stich wire to back side.
along edge with some cross bridges
if wanted glue matching felt and sandwich the wire to hide it.( i didn't)

glue on gems and sparkly stuff
add puff paint
any thing to make it pretty

hang from pants hanger (the pinch kind)
and spray with starch. let dry. repeat repeat repaet ect......... till nice and stiff
I did it 2-3 times a day for a week
( i used to thin of wire)

TIP *** place a plastic tub under to catch drips then put back in sprayer ***

attach to hoody
make 2 balls from pipe cleaners
attach them to hood with 2 stright cleaners.
