Can anyone help me imitate this cute Pier 1 throw pillow with a ribbon applique?

I saw this at Pier 1 Imports the other day, and fell in love with it. However, Pier 1 is insanely expensive. Even at the reduced price, with the money I'd be paying for this throw pillow, I could make ten of my own, as well as get a manicure and a bag of kettle corn.
So I've been wondering how I can imitate the flower pattern. I thought of weaving thread in and out of one side of the ribbon, pulling the thread to gather it, and then sewing that down. I also thought of just folding the ribbon and sewing all those waves in place. But then I worry that the loops will just stick out and not stay flat on the pillow the way they do on this one. Has anyone made something like this before?
