question concerning decoupage

i hope this goes here. well i've been doing quite a bit of decoupage lately, but i have a problem with the pictures wrinkling. is this normal? is there a way to keep this from happening?
maybe i'm doing it wrong? hah. i first brush some of the mod podge on the surface (my most recent one was one of those 120 count crayon boxes) and then i place the picture, doing my best to smooth it out, and then i brush more decoupage over the top. i can't figure out what's wrong :/

i dunno, the pictures get wet and as they dry crinkle, just science me thinks! Try using a mini roller or putting less water in the stuff you use if you have to mix with water that is, or try another type of glue stuff?

Maybe try waiting a bit for the base layer of mod podge to go tacky? That way it won't be as wet so the pictures won't wrinkle, as its probably going wrinkly because of the wetness of the glue.
Or try waiting for the bottom layer to dry before you put the top coat on.
