1- Cut (1) 4"x23" strip of stretchy fabric.
2- sew the ends right sides together
You should now have a loop.
3-Fold the long edges together, (wrong )sides meeting.Fold in about an inch on each edge and pin together, continue pinning all the way around, folding in as you go.
Leave a space to insert elastic band.

4- Cut a piece of elastic hairband 11" long. I use the kind that is encased in fabric, You can get these at the dollar store.
5-Insert elastic band all the way through scrunchie with a safety pin and pull both ends up and tie a tight knot.
6-Push knot inside scrunchie and sew up the end.
By doing it this way, there's no turning involved.
All done! Enjoy your new scrunchie!

Would be a great way to use up scraps of fabric and/or customize to fit an outfit.
