it made the same way as a tutu. made with white tulle and clear gems. very glam. (how to) is to find out what chest size and how long you like it to be. then just tie a long riddon on to the tutu then put on child and tie around neck. like a halter top. this one that i made is a 20 to 23 chest and 30in long. it should fit a 4 to 5 year old. i made this as a angle costume. what good about this if she grow out of it you can take the riddon off and make it a tutu to wear later.

I got everything from a dallor store. it cost me 27 dallors to make this dress. it cost more to buy tulle on rows but it cuts the time in hafe. wings were made later. i wish i didn't use cheap glitter. it gets every where. want to know how to make my wings, i have a how to on here.
