I moved to the UK 7 years ago (I'm French) and since last year has been very keen on learning new skills, whether it be sewing, knitting or making my own bath bombs! I always had an interest in home made stuff but was never brave enough to give it a go. Now I just go for it and learn from the occasional mistake!
My other interests in life are :
Music, I've been a huge Madness fan for years but have now started to listen to quite different things such as Shibuya-Kei and J-Pop.
Clothes: dresses, skirts and make-up, anything feminine really. Oh and shoes, especially the girly doc Martens and anything retro looking (50s/ 60s mod style)
Reading: from cheesy wartime novels to National Geographic. I am a keen reader
Cooking: I love baking cakes and trying out new recipes. Being away from my home country I enjoy making good old French dishes, savoury or sweet!
Gaming: I am a Nintendo fan and tend to prefer retro games.
And so on! Most of all I enjoy being creative in whatever I do!

No. You shouldn't really need elastic to hold the skirt up. That's what hips are for 
Just be sure that your waist is smaller than your hips and you should be fine.
