Ruffle Top/Dress

I've been working on this dress for a while and was wondering if anyone had any suggestions or knew of any tutorials on how to make a ruffle along the top like this one;

I guess I should have been more specific on the fact that what I want to know is how to attach it to the top/dress.

as well as this in the picture, are like two rectangles oval, you merge the two for each side (one a little bigger than the other) and sew down the center and in the shoulder, the fall of the fabric shapes a ruffle, note that has a elastic tape up and that makes a top ruffle
