i m a brunette in a very sunny country and even if i avoid the sun and i use sun cream i allways manage to get a lot of sun tane
and the worst thing is that my skin on my hands and feet is darker on the face lighter and on my belly and breast pale, sh*

Maybe try using a psychical sunscreen?
Psychical suncreens deflect the sunsrays, while chemcial sunscreens asorbs them (though for me, I simply don't tan at all. I just kinda get pink then turn back to ghostly pale lol).

Lemon is also a natural whitening product (maybe pour some lemon juice in your bath, or soak your hands in a lemon wash). Milk also is too.

Depending on you drastic you're willing to go, there are skin lightening produts out there.

I used to have these really weird tanlines (like, they overlapped and were so weird looking and I was really self concious of them because most of my chest is really pale), and exfoliating really helped even out my skin more (it's not seemless because I live in Florida, and the sun is hot hot hot!), but it did help sort of even out the weird layers I had, so it didn't look like I had three levels of lines lol

For more protection for your hands, really, you'd probably have to wear gloves. But if you're in a sunny country, that's not gonna feel great at all! But there are many, many different natural hand soaks that help lighten the skin Happy Such as the lemon juice and the milk, but there are still more out there.
As for the face, you're gonna wanna try to keep the high planes protected (as that's usually what gets more light on them. Like, when I'm in the sun for a long time, and even when I'm wearing sunscreen, the high points of my face are usually what burns first). The only thing I can really think of is the sunscreen and hats/headgear to protect your face.
