When I make the wreaths, I leave the ornaments unglued until the wreath is full. From there, I give it a shake to make sure no ornaments will fall off (and then glue any that do). Lastly, I arrange the ornaments where I want them, and if they don't want to stay in those places, I glue them to each other to prevent wiggles.
