They're usually nontoxic... but you really don't want to put melted wax like that on your lips. It would be akin to smearing a candle on your mouth.

If you want to make colored lipstick, you can get mineral eyeshadow and mix it with a clear gloss or balm, though mineral eyeshadows can be pricy. But, you don't want to use cheap eyeshadows because they can contain oxidized metals that can cause rashes and irritation.

You shouldn't be using crayons for any sort of cosmetics. While the wax in them isn't toxic, the pigments in them could be irritating to skin.

I also don't recommend using Vaseline largely because it's a petroleum chemical that prevents skin from absorbing moisture. You could use natural oils like coconut and palm oils, since they are hard at room temperature but soften when they come in contact with warm skin. A wax that is safe to use on skin is beeswax, but it has to be mixed with some kind of natural oil, otherwise it's too hard to rub on skin.

I use Pyrex measuring glasses for all of the lip balms I make, since they allow me to make big batches and measure everything out the way I like it. The advantage to using Pyrex containers is that they're very durable (I've had mine for years and they're not even the least bit scratched) and you can use them in the microwave to heat/melt stuff.

I have to admit I tried the recipe to make crayola lipstick a few years ago. With some tweaking, it honestly did not turn out bad but it was very waxy. It reminded me of those red wax lips you can get around this time of year. Dont try it. Its a waste of time when there are a lot of similarly inexpensive alternatives to make.

I've also used food colour to stain my lips in the past before. You need to use a lip pencil and paint it on very carefully. I will stay on about 6 - 8 hours and is matt. If you want it to be glossy add some lip balm or solid coconut oil with it. Be careful though as any mistakes are a real pain to clean off your skin.
