Making a Corset

I am currently making a corset that I will later attatch to my dress. Though, my corset will have 3 layers: the interfacing, the base that makes it really hard (idk what its called), and then the outer fabric that others see.
The really hard part has a double sided glue that attaches the fabrics on both sides.
Now, instructions say that i sew it all together and then its pretty much ready except for a few details, but that is only for one layer (i have three)
So, should I cut out the pattern for all three layers, glue them all together, THEN sew them to make the full corset?
or should i form the corset separately with each layer and THEN glue them together? (i think this second method would be much harder but I wanted to make sure which was correct)
Im Sorry my question has been so extensive but please help me if you know how to make one Happy

I can only assume, you cut all parts of lining, interfacing and shell fabric, glue them together, sew the seams and sew on the bone casings on top of the seam allowances. At least i know that there is such a workmanship even though i didn´t heard of that double-sided glue interfacing yet. Where did you get it and what´s the name? Happy
