I need help with keeping the bubbles in a mini charm bottle

I have been trying to create a little potion bottle (using the mini bottle charms) and i have been having trouble with keeping the bubbles to stay in it. Iv tried using just regular clear glue but they never stay. Any ideas what i should try?

you should try using resin.If you go to a craft store you can find it in the fake flower section wonder water/water gel but you could probably just use any type of resin and use a pipetter to make individual bubbles or just stir it with a tooth pick to make lots of them.
