Laser Cut Tiered Dress

For a play, me and the other person in charge of costumes have to make a laser cut tiered dress.

Does anyone have any tips/tricks/tutorials on how this could be done?

Eek. I've just had a look at the link. The simplest thing I can think of is to create the folds on the fabric first then sew the selvedge edges to keep them in place. Pin your pattern on and sew around the cut line before taking the pattern off or sew the pattern piece on and cut it out after. Sorry I can't think of anything else x
