Tanning lotion?

So now that it's finally in the 70s and 80s and sunny here, I've made the decision to start trying to get a tan. I'm stuck on one part though--finding a decent tanning lotion.

My skin is mostly porcelain/very fair with freckles, and no matter what I've tried in the past, I can't get my legs to tan. I'll be tanning outside, not at a tanning salon.

I'm looking for something that's moisturizing that will help me get a light, natural tan.

Could anyone make any recommendations? I'd prefer something that's under $10 a bottle and easy to find.

I've got very fair skin and use a childrens sun cream as they are good for sensitive skin as well as coming in a high factor. I use Ambre Solaire Factor 40. Its in a spray bottle and goes on well and rubs in well and lasts well. I don't tan I just burn so I use Johnsons Holiday skin to give me a slightly healthier look for the summer. Its not a sun cream its a moisturiser/body lotion that gives your skin a slight hint of colour without looking fake.

I don't actually burn all too much. I spent hours in the sun over the weekend and got just enough of a sunburn on my chest/arms/shoulders for it to turn to tan overnight.... but despite wearing short shorts, I got zero color on my legs (maybe like 1/16 of a shade tanner than alabaster, lol).

I'm a bit worried about products that add color to skin since my skin is super sensitive. My mom's always used baby oil, but she's been tan forever and I don't like petrochemicals. I think I'm going to stop by a Walgreens soon to see what I can find.
