Draw and cut out a heart shape from the red T shirt.
Lay the heart on the wrong side of the shirt in the orientation and direction you want it to appear on the right side.
Sew with a straight stitch. I had to use a ball point needle because this shirt was pain-in-the-butt delicate for some reason.
Flip the shirt right side out and mark where you want your strips to be cut. Cut in straight lines across the fabric of the front side of the shirt.
Stretch the strips a bit. Don't be too rough, but I guess it depends on how big your chest is. My strips are still fairly snug with the shirt on, so I was a bit more rough with them.
After removing every other strip, this is what mine looks like.
