heeey, no not really, i didn't use a second row.. but i squeezed the tulle together
as in.. what fits for 4 pieces of tulle on the ribbon, i squeezed 10 in that same place Tongue
then when you're done.. just squish the tulle with your hand.. make it poofy .. like your would do with your hair XD

Thank you for such a quick respone. Two more questions. Did you use more than one row? Because it is so full, how do I make the layers?

hey Happy
thank you for the comment on my pinky punky tutu ^_^
well.. i basically did what's in the original how-to.
but i guess it's the type of tulle that gave it this amazing puff.
i used pink glittery NON-stretchy tulle
and black normal tulle..
i was rather generous with how much tulle i used.. i used ALOT..like.. 2.5 meters of black and 3 meters of pink.. *as i remember* and i cute them a bit thinner than the original how-to i then just pushed them all together and kept on adding tulle.. then push them closer and so on..
it was a bit long so i adjusted it's length after it was completed
Happy
hope i helped a bit ^_^
