I made these out of felt and a pair of black kung-fu style flats. I cut out the whales and water and glued them on with fabric glue. You can see in one of the photos that some of the felt is coming loose, so for future reference I would stitch the felt on. I did that with another pair of shoes I up-cycled and it worked better.
