Step 1Paint the can white.Then paint the top blue.

Measure the can and cut the paper tape stripes both vertical and horizontal. Paint the stripes blue.

Cut a circle from the cardboard. It should be a little bigger than the can you are using. This will be the base of the hat. Paint it blue. Hotglue it to the open end of the tin can.

Step 4
Now the tricky part. Cut the small paper circle just to fit on the top of the can.Cut it but not al the way through only the half so you can create a cone. Paint it blue and glue it on the top.

Step 5Take the comb and glue it on the bottom like this and you are done.
