to make this dress measured two peices of elastic, one to fit around the top of breast and the other to fit underneath.
first use the elastic for underneath. sew it to the material were you want it to sit underneath breast, making sure to strech the elastic out while sewing it to the materil so it fits the length of the material.
now use top elastic, fold a hem over elastic and sew to the top of dress. again make sure to strech elastic out while sewing it to the material
now sew the bottom hem, then sew together at side. all done!!
