First, you need to cut the sweater into a desired length, which is a pretty simple step. If you would like to hem it you certainly can. My sweater had pretty small stitches ( you should definitely hem it if it has large stitches ), I didn't really need to hem it. It curls at the bottom but that's fine with me.
Then, cut the bottom piece along one seam and use the bottom to cut two sleeves out. These will be attached to the pre-existing sleeves so you only need to cut them as long as the distance from the pre-existing sleeve to your wrist.
Then, fold the sleeves in half, sew along the edges with a zig-zag stitch. Attach them to the sweater by folding the raw sleeve edge inward about a half and inch and hand sewing onto the pre-existing sleeve, You can do this differently if you so choose. However, be aware of what will make the fabric ripple because it won't look good. I hand stitched because it makes it easier to control that side effect.
