This design looks really cool and is surprisingly simple to do.
Apply a blue base color.
Apply a layer of no-wipe gel top coat and cure.
Add chrome powder to the side of each nail, in an irregular pattern.
Working one nail at a time, apply a layer of no-wipe gel top coat, and cover the nail with soap bubbles. I used an orange stick to lay the bubbles on the nail surface. Cure, and then rinse off the bubbles.
