Take a used up roll of ribbon
Fill with buttons, beads, or beans, anything that will make it rattle.
Cut two circles the size of the roll
paste on the top and bottom of the ribbon roll to cover the holes and logo
decorate as desired. Add things your cat will like - my cat loves the sound of crumpled paper so I hid some under the fabric.
