measure your elastic around your waist and cut it so its a little longer
cut your tulle into strips and start tying!
keep going till its as full and puffy as you want it.
to finish it: at one end fold the elastic back over the tulle and hlod it in place with a button. at the other end, fold the elastic into a loop and sew TA-DA!!
