I decided to try and make the easiest legging I could in less than an hour. I did it in 40 minutes. I recommend these leggings worn with a long top as it doesn't look brilliant around the crotch, especially if you're a bit larger as I am. They are great for kids as I made the first pair of these for. I also recommend the most stretchy fabric you can get, the stretchier the better.

Measure round waist, add 1 inch for seam allowance. Measure from waist to where you want legging to end add 1 1/2 inches. Cut out a rectangle waist x length plus seam allowances, or half the waist measurement if you are cutting folded fabric.
Hem botttom 1/2 inch and turn top 1 inch and sew for elastic casing, insert elastic, secure with pins. Fold in half lengthways and sew down side to make a tube. You can sew elastic casing after sewing into a tube as doing it before doesn't hide the ends of the elastic, but it was quicker.
Put the stitched edge to the centre and pin to stop it from slipping.
Mark for legs either use an excisting pair of leggings or as follows. Crotch depth from waist to crotch, mark on leggings in centre from the waist this measurement. Measure leg where leggings will end and half this measurement and mark on the bottom hem from sides and draw a diaginal line towards crotch, curving around the crotch for a better fit, a U shape not a V shape and stitch.
I recommend trying on inside out before cutting out or cut with plenty of seam allowance incase they are too tight. Adjust to fit, then secure stitching and cut 1/2 inch seam allowance.
And you're done. Here is my daughter who is very happy with her leggings.
