I've seen a lot of designs like this, so the general idea isn't originally mine, but it was fun to give it a go :)

After a clear base coat, paint your entire nail white.
Using the dotting tool add dots all over the nail (excuse my messy work, I had a very shaky hand)
Paint on the drip. Add a black outline and a white shine line. paint a clear top coat and you're done :)
