Just get a round bowl a little bit bigger than the size you want him to be. Trace the black material twice, cut two pieces.
Print out a picture of Gastly that closely resembles the size of yours. (Or this template) Trace it. Cut out it's eyes on the white felt, (And the black pupils on black felt). You might have to re-do this step a lot. Sew his eyes on and leave the ends hanging slightly off his face. Sewthe mouth, and be careful as the eyes and mouth will rotate as you sew! (Also, don't forget the teeth!)
Draw on his bags, or paint them. Sew him inside-out, and remember to leave a part under him that's not sewed, so he can be stuffed. After you've sewn, twist him back the right way, stuff and sew his bottom. (Remember to stuff every corner of him as he might be crimpy looking otherwise.)
Now, sew little pieces of the "gas" to his back in random places, but not fully as you want it to flow freely like he is oozing gas.
