Cut out two circles of identical size and a long strip from your fabric. You can measure the strip to go around the circles, but I'm lazy, so it's far easier to just cut an overly long strip out and chop off what you don't need later.
Sew one edge of the fabric all around one of the circles. Leave a gap in between the two ends of the strip.
If you like, you can embroider a pattern onto your circles at some point in the proceedings. I made this sort of swirly design, like a mint or something. This step is entirely optional.
Sew the other circle on in the same way.
Turn, stuff, and wrap it in the cellophane like you would a mint. There you have it!
