saw this in a book called the 'Big Ass Book of Crafts' (btw greatest craft book ever!) and gave my twist on it. A good way to recycle the thousands of old magazines i have. made a great present for my parents WARNING: your fingers will be covered in glue

gather supplies
cut the magazine pages into 3s
roll into straws diagonallys so fold a triangle from the bottom right corner (for me it's easier on this side, but i'm lefthanded so that might be the cause) and roll (this is a bad picture but it gets the general idea) glue paste makes things work :)
make about 20 per frame sometimes more
glue the back of the picture onto your piece of cardboard (i cut out of a shoebox). don't worry about cutting it smaller, the straws can easily cover edges anyway (and will if you want it to look nicer)
cut the pointy ends off of the straws they should be flat/round...like a straw!
glue on with wet glue and make sure to cover the picture a little bit, but evenly. trim edges with a scissor and voila!
