    I cut from a thin sheet of styrofoam the shapes of seahorses.

    I used a thin fairly sharp kitchen knife (not serated).

    Then i did one layer of basic paper mache, strips of newspaper and watery glue,( you could use flour and water.) I dipped the newspaper into the mixture and drained off the excess with one finger on each side of the strip.Let it dry.

    Next using a hot glue gun I added the string design.

    I covered it again with paper mache, but this time instead of newspaper I used white tissue paper (like for gift wrapping). .I laid the tissue on dry then used a sponge brush soaked in the watery glue, so as not to tear the tissue (its very difficult to work with when wet). Be sure to let each layer dry completely before adding the next .

    Then start using colorful tissue paper as many layers it takes to look right. The circle shapes I didnt have to glue on, I just paper mache'd them in place.
